n April and May 2013, FORA received two separate Notices of Intention to circulate initiative petitions for the purpose of qualifying the measures for placement on a county-wide ballot. In response, the FORA Board Adopted Resolution 13-06, assigning to the County FORA's obligation to verify signatures for both ballot measures and authorizing the Executive Officer/Elections Official to contract for additional services needed to conduct the anticipated election.

On May 23, 2013, proponents of the California Central Coast Veterans Cemetery, Open Space Preservation & Economic Revitalization Initiative submitted petition signatures to FORA for verification. On June 17, 2013, proponents of Protect Fort Ord Open Space Access Initiative also submitted signatures to FORA for verification. On June 24th the County informed FORA that the California Central Coast Veterans Cemetery, Open Space Preservation & Economic Revitalization Initiative had gathered sufficient valid signatures to qualify for placement on the ballot, and on July 9, 2013, the County made a similar finding for the Protect Fort Ord Open Space Access Initiative.

FORA Executive Officer/Elections Official accepted the County's determination and certified the results of the signature verifications before the FORA Board of Directors at their July 12, 2013 Board meeting. At this meeting, the FORA Board authorized the Executive Officer to enter into contract with County of Monterey to conduct a county-wide election for the certified initiatives.

At their August 9, 2013 Board meeting, the FORA Board approved a resolution ordering placement of both initiatives on the November 5, 2013 county-wide general election ballot and delegating the County Registrar of Voters authority to perform further actions of the FORA Elections Official.
